Define CFO role

In 2012, CG determined the role of CFO in the context of federal public service, used as the basis for the Queen's University 2010 study. Identify four distinct roles performed by the CFO. The definition of the CFO's role was subsequently customized to comply with the Ministry of Finance's Policy on Financial Management Governance and Primary Leadership in Public Services. It serves as a framework to capture the various key roles and activities of the CFO:

Butler role:

Managers are driven by the quality of financial information and rationalized control.

Operator's role:

The operator is oriented towards best practices for all financial functions.

Catalytic role:

The catalyst is oriented towards best practices for the entire organization and its champions and leads the change of the organization.

Strategic role:

This strategist addresses strategic, long-term and extrovert issues.

The technical competencies needed for the roles of the manager and the operator are often developed at levels FI -01 to FI -04. Behavioral capabilities embedded in the role of a catalyst and strategist are the key to success from FI -04 to senior financial management executives.
